    Nibenay is a city-state in the central region of Athas, south and east of the Storclaw Mountains and the Crescent Forest. It is built at the foot of a great cliff overlooking the Plain of Smoking Waters, and most of the noble houses of Nibenay have villas built into the side of the cliff providing a magnificent view of the plains, the forest, and the mountains. Nibenay is a wealthy and powerful city-state immersed in decadence and intrigue, and most of its residents consider their ancient city the last bastion of civilization in a barbaric and desolate world. Ornate carvings and friezes on the dark stone walls of the city's buildings depict great heroes, works of art, scenes of great triumphs, and images of shocking depravity alike.

    Nibenay is ruled by the sorcerer-king who gave the city-state his name. Also known as the Shadow King, he is served by his loyal templars, all of whom are female and ceremonially married to him (though for his High Consorts, this marriage is factual) and share in his arcane power. The noble class is renowned for its decadence, and they have faded from warlords serving the sorcerer-king to landlords and merchants collecting rents and tolls from their fiefdoms in the plains surrounding Nibenay. The noble houses feud with each other constantly, jockeying for influence with the reclusive Shadow King.

    The city is divided into six districts. The first is the Sage's District, which contains the homes and businesses of the dynastic merchant houses. No unaffiliated traders can conduct business or establish homes in this district. The second is the Hill District, that was once the site of a great palace that fell into ruin an age ago. It is now home to the city's disreputable elements, including assassins and poisoners for hire, black market merchants and thieves, and the infamous Elven Market at the district's heart. The third is the Reservoir District, which is home to common artisans, laborers, and merchants who live in crowded tenement housing. The fourth is the Western District, a rowdy portion of town that houses the poor and the disenfranchised, and is often the site of harsh justice by Nibenay's soldiers and templars. It is also where the city's gladiatorial arena, a great terraced pit dug into the ground that is serviced by a labyrinth of tunnels that run under the city. The fifth is the Cliffside District, which is home to the estates of Nibenay's noble houses. The sixth and final district is the Naggaramakam,the seat of the Shadow King's power, and it is where the royal palace, the quarters of his templar brides, and the mysterious Temple of Thought can be found.
